Sierra Riesberg

Executive Director

Sierra Riesberg has over 10 years of experience in the social services field, working in both rural and urban communities, as well as within behavioral health, intellectual/developmental, and aging populations. She is a systems-level thinker and wants to break down barriers for anyone who needs to access services, as well as barriers for service providers to be able to provide the services that community members need. Additionally, she believes that complex problems cannot be solved by one person or one agency alone; unique perspectives and collaboration are key to the progression and development of our social services system.

Mary Windecker

Transition and Government Affairs

Mary Windecker has 30 years of experience in strategic planning, business development, advocacy, patient satisfaction, marketing and outreach, primarily in nonprofit health care in Montana.

Mary is very involved in her community. She has volunteered in leadership positions with the YMCA, Rotary, Big Brothers Big Sisters, United Way, Missoula Writing Collaborative and served as the board chair for the Missoula Chamber of Commerce in the 2015-16 fiscal year.

Pat Noonan

Advocacy and Policy Director

Pat Noonan is a third-generation Butte native that has spent fifteen years working in mental health and developmental disability services.  After serving four terms in the Montana State House of Representatives, he began Highlands Consulting and has continued to provide government affairs services with healthcare, social services, small businesses, and high tech corporations.

Over the course of 15 years, his experience has provided him the opportunity to work with mental health and disability services from entry-level positions inside therapeutic group homes, to executive and board positions.  Furthermore, his experience and leadership expanded into legislative services that aided in access to more resources and standards to ensure access to quality and consistent services across the state of Montana.

Shelley Cooper

Bookkeeper

Shelley Cooper is the owner of Shelley’s Bookkeeping & Payroll Services. She has been in this industry – as well as small business ownership and management – for over 25 years and also has over 11 years of experience in the non-profit industry.

Outside of work, Shelley is a licensed foster/adoptive parent and has adopted two children in the last five years.  “It is a challenging, but very rewarding experience, knowing it’s just a drop in the bucket but changing lives for these little ones,” she says. Shelley grew up in Montana and enjoys exercising, camping, boating, skiing, or doing just about anything with her family. She also enjoys traveling as much as possible and looks forward to taking her little ones to experience the world with her in the future.

Andy Kemmis

Marketing Specialist

In addition to handling all marketing-related tasks for BHAM, Andy is a Missoula-based photographer who has spent over 20 years capturing moments with his camera. After earning his degree in photojournalism from the University of Montana, Andy chased the snow around the northwest U.S. for a few years in order to pursue his passion for snowboard photography. An accomplished photographer, videographer, designer, copywriter and photo library manager, Andy has put his skills to work for clients including Boy Scouts of America, VidCon, PodCon, The Montana Meth Project, University of Montana, Rocky Mountain School of Photography, and many others. You can see some of his work here.

Andy is also a founding member of, and currently serves on the Board of Directors, for the Montana Skatepark Association, whose goal is to build free, concrete skateparks around Montana.
